As it became evident that Virginia was on the cusp of ratifying the ERA, the Trump administration Office of Legal Counsel (OLC) released a legal opinion declaring the ERA expired. When a constitutional amendment is ratified by the requisite number of states, federal law tasks the United States Archivist (the head of the National Archives) with certifying and publishing the amendment. Illinois followed suit the following year, and in 2020, Virginia provided the final ratification necessary to reach the ¾ requirement set forth in Article V. Congress extended the deadline to 1982, but instead of securing additional ratifications during that time, five states instead tried to rescind their prior ratifications–an action that had questionable legal effect, but nonetheless sent a clear message: the ERA’s momentum had stalled.īut, in 2017, thirty-five years after the extended deadline expired, and in the midst of the “Me Too” movement, Nevada put the issue back on the table and ratified the ERA. Thirty-five states soon ratified the ERA, but opposition to the proposal brought the ratification process to a halt. Congress then sent the proposed amendment to the states for ratification, and, as had become standard practice, included a seven-year deadline in the proposing clause. That year, the amendment passed both chambers of Congress with bipartisan support far exceeding the two-thirds majorities required by the Constitution. Lawmakers proceeded to introduce this version of the ERA in every session of Congress for the next thirty years, but it wasn’t formally proposed for ratification by the states until 1972. The new version would firmly establish that the “Equality of rights under the law shall not be denied or abridged by the United States or by any state on account of sex,” and provide Congress with the explicit authority to enforce this requirement with appropriate legislation. Twenty years later, Alice Paul rewrote the ERA to better reflect the language in the Fifteenth and Nineteenth Amendments. The original text of the amendment, which was first introduced to Congress in 1923, stated: “Men and women shall have equal rights throughout the United States and in every place subject to its jurisdiction.” Recognizing that securing the right to vote was only an initial step toward full equality under the law, women’s rights activists pushed for the introduction of the ERA a few years later. It took another fifty years before the women’s suffrage movement would achieve its goal of amending the Constitution to grant women the right to vote with the ratification of the Nineteenth Amendment. Anthony tried to invoke that right in the 1872 presidential election, pointing to the newly enacted Fourteenth Amendment’s guarantee of equal protection of the laws to “any person,” she was arrested, convicted, and fined. In 1869, Wyoming became the first state to grant women the right to vote–but when Susan B. But advancing women’s legal rights in the United States has never followed an easy or straightforward path, and the ERA’s journey has been no exception. Thirty-eight should have been the magic number: Article V of the United States Constitution, which lays out the process for Constitutional amendments, provides that a proposed amendment becomes part of the Constitution as soon as it is ratified by ¾ of the states. In January 2020, Virginia became the 38th state to ratify the Equal Rights Amendment (ERA). This system not only promises optimal gravel or soil retention but also unparalleled permeability. The rolled plastic grid system conforms seamlessly to the landscape, ensuring no potholes or cracks form over time. Such pavers are perfect for constructing eco-friendly parking lots, fire lanes, driveways, industrial zones, and roadways that absorb and contain water, preventing flooding. These are designed to minimize flooding risks, protect natural waterways, and regulate stormwater runoff. Much like a strategy from James Bond's playbook, permeable pavers offer a covert solution to impervious cover code restrictions. These range from interlocking concrete grids, permeable concrete, asphalt pavements, to plastic grid pavers with flexible joints and the rigid or rolled plastic pavers featured in the image above. In today's market, a variety of porous paving grids are accessible. They match the resilience and strength of conventional paving materials like asphalt, compacted gravel, and concrete. These paving systems are porous, letting water move through and descend into the ground or the sub-base rock below. The innovative design of permeable pavers, as depicted in the picture above, provides a DIY solution for any individual. Pure transcriptions are generally not possible, because Hebrew contains sounds and distinctions not found in English. Tradeoffs: For Hebrew, building a usable romanization involves tradeoffs between Hebrew and Latin characters. The International Phonetic Alphabet is the most common system of phonetic transcription. Phonetic conversions attempts to depict all phones in Hebrew, sacrificing legibility if necessary by using characters or conventions not found in Latin. Transcription is the conversion of a representation of Hebrew into another representation of Hebrew, the same language just in a different form. Transliteration is the romanization attempts to transliterate the original script, the guiding principle is a one-to-one mapping of characters from Hebrew into the Latin script, with less emphasis on how the result sounds when pronounced according to English. Each romanization process has its own set of rules for pronunciation of the romanized words, which is the case with our Hebrew converter above. Methods of romanization include transliteration, for representing written text, and transcription, for representing the spoken word. You can see not only the translation of the phrase you are searching for, but also how it is translated depending on the context. We also offer usage examples showing dozens of translated sentences. Romanization (latinization) is the representation of a written word or spoken speech with the Roman (Latin) alphabet, where the original language uses different writing characters such as Hebrew. Ripple tank demonstrations are commonly done in a Physics class in order to discuss the principles underlying the reflection, refraction, and diffraction of waves. As the waves encounter obstacles in their path, their behavior can be observed by watching the movement of the dark and bright spots on the sheet of paper. As the water waves move through the ripple tank, the dark and bright spots move as well. So the bright spots represent wave troughs and the dark spots represent wave crests. A crest of water will absorb more light than a trough. A portion of light is absorbed by the water as it passes through the tank. A light typically shines upon the water from above and illuminates a white sheet of paper placed directly below the tank. A ripple tank is a large glass-bottomed tank of water that is used to study the behavior of water waves. The study of waves in two dimensions is often done using a ripple tank. But what if the wave is traveling in a two-dimensional medium such as a water wave traveling through ocean water? Or what if the wave is traveling in a three-dimensional medium such as a sound wave or a light wave traveling through air? What types of behaviors can be expected of such two- and three-dimensional waves? Specifically, there will be some reflection off the boundary and some transmission into the new medium. Rather, a wave will undergo certain behaviors when it encounters the end of the medium. The wave doesn't just stop when it reaches the end of the medium. Previously in Lesson 3, the behavior of waves traveling along a rope from a more dense medium to a less dense medium (and vice versa) was discussed. |
